Do athletes - field athletes included - have any say in UK Athletics' selection policy?

What the Code for Sports Governance requires of UK Athletics on listening to athletes, against what is published. Published documents only.

Athletes have no vote in UK Athletics' selection. The Athletes' Commission sits on the panel only as a non-voting observer.

The athlete engagement strategy the Code requires, its annual Board review, and the Commission's own promised annual report could not be found.

Others do better without lowering the bar: the Netherlands drew up its policy with its athlete commission; England Athletics consulted the UKA Athletes' Commission and published every change.

What it means for field: field athletes, the ones most exposed to discretionary selection, have no vote and no published way to influence the policy that decides it.

Compliance with the Code for Sports Governance is a condition attached to public funding, not general good-practice guidance UKA is free to disregard.

The UKA Athletes' Commission's Terms of Reference require its meetings to be minuted - "The secretariat shall minute the meetings, including attendance, conflicts of interest and proceedings" - and those minutes to be circulated to Commission members promptly afterwards. Neither requirement extends to publication. The Terms of Reference do not require minutes to be made public, so their absence from uka.org.uk is not a shortfall against the Commission's own published rules - it is consistent with them. What the Terms of Reference do require published is the separate annual written report covered above, which was not located.

For Budapest 2023, UKA said the policy was "developed after consultation with athletes in focus group meetings and consultation with the Athlete Commission" (runblogrun, July 2023). No record of that consultation is published. After the policy was applied - team cut from 77 to 51 - the Commission was still "seeking UKA's position on whether they will be willing to extend selections to athletes by virtue of World Rankings Invitations" (Inside the Games, 2023). That looks more like being told than being consulted.

The 2026 European Championships policy asks the panel to judge "future global competitive potential" and "likelihood" of reaching the final, but names no method for either. The Performance Funnel is named in the Futures Programme policy and England Athletics' Junior Talent Programme guide, but not in the championship policy. How a panel projects a qualifying mark is not published anywhere (our test found the obvious method biased by over 2m).

A method that isn't published can't be prepared for, checked or scrutinised - by the athlete, their coach or the Athletes' Commission - and the appeals procedure rules out challenging the policy or the panel's judgement (paras 16-17).

Netherlands quote (from the Bezwaarregeling): "Deze eisen en procedures zijn tot stand gekomen in samenspraak met de Atletencommissie (AC) en de Technische Staf." England Athletics quote (April 2026): "After an extensive internal review and in consultation with Team England and the UKA Athlete Commission, England Athletics has made some updates to the Commonwealth Games Athletics Selection Policy... to ensure full transparency and to reflect what athletes will be required to demonstrate to be considered for nomination," and "All changes from the previous published version of the policy are highlighted in yellow."
